Should The Government Control Sex?

I had heard the news a while ago. Joao de Souza Luz, the mayor of Novo Santo Antonio, a small town in the central state of Mato Grosso, Brazil, is distributing free Viagra for the older citizens.
I am not going into the discussion about if it is good or bad to spend the contributors money in this particular way. I've read somewhere "If the mayor is going to spend money on silly things, the best he can do is to spend in the happiness of many citizens; instead of financing stupid movies for rich kids, as mayors usually do."
I'm not sure if I agree or not; but that's not what I want to talk about.
The thing is, the "Free Viagra Project" apparently had side effects.
But the program has also had the unforeseen consequence of encouraging some extra-marital affairs, Souza Luz said. "Some of the old men aren't seeking out their wives. They've got romances on the side," he said. To discourage such affairs, Souza Luz said the city had decided to begin distributing the Viagra pills to the wives of the men who signed up for the program . "That way, when the women are in the mood, they can give the pills to their husbands," he said.
Oh my God. That's pathetic. I've even heard people blaming the mayor for that. If men are cheating on their wives, that's none of the mayor's business, nor fault. I mean, do you really think it's the government's job to control adultery
? Who would like being under such control?
I'm not in favor of adultery (nor cheating, for that matter), but I certainly don't want the government nose in my marriage. In any way. If one of us cheat on the other, it's our problem; and I don't need the mayor's help in my love life, thank you very much.
